From the limited information you have given I cannot tell you the origin of the tea set. However the term "Silver over Copper" describes what is commonly known as Sheffield Plate. This does not mean the item necesarily comes from Sheffield, but is a name that has become commonly used to describe silver plated objects with copper as the base metal. The mark would tend to indicate the item is of fairly late 20th century manufacture.
