The Victorian era saw the start of travel for the masses. People for the first time were able and more importantly could afford holidays and visits to places away from the central industrial towns.Seaside destinations were the most popular and resorts like Blackpool were among the first to cash in on this era.
Souvenirs had always been purchased by the upper classes on their European tours but in the 19th century a whole new mass of the population was crying out for small items to remind them of their special days away from the drudge of everyday life.
Local businesses were quick to cash in on this and provided a wide variety of cheap items. Much china was sold the great proportion of this being imported from the continent (mainly Germany). Some was decorated at source, some imported in a plain state and decorated locally. The quality of pieces varies dramatically although your brief description tends to make me think it was from the top end of the scale.
