Unfortunately our art reference only goes up to 1940 and I cannot find a James Foley listed. As you describe the paintings as "modern looking" I presume the "74" is 1974. I suggest you contact one of the Galleries in Glasgow to see if they have any further information on the painter. If the paintings are of quality it is likely they will be able to help.
