My reference lists a William Edward Webb 1862-1903 who would seem to fit your picture. He lived in Manchester and was well known for Marine and Coastal subjects. During his lifetime he exhibited at the Walker Art Gallery in Liverpool (6 pictures), The Manchester City Art Gallery (34 pictures), and the Royal Academy (3 pictures).He seems to have produced a considerable amount of work and a search on www.artprice.com brought up a list of 131 paintings and 5 drawings.
A painting of his sold at Phillips (Exeter) in June this year for £4,400. This was called "Stormy weather at Mousehole" and was larger than your painting at 40x50cm.
For further research I would suggest you contact The Manchester City Gallery who would be able to help you with authentication and then possibly Phillips or one of the other central auction houses who may be able to advise you of its value.
