trying to find info on silverware set

I was given a set of silver that has a King Edward certificate but no date. The "carving" knife in the set says LathamBowen Sheffele{1} england at least that's what it looks like it says. I'm curious if the knife is from england would the rest of the set be also. The certificate has the good housekeeping seal so it seemed too American and there is no pattern given -top of handle has bouquet with leaves and one lower blossom

The box seems to have some extra spaces so I'm not sure if there are items missing or if there are usually extra spots if pieces are missing I'd like to replace them

it belonged to my mother-in-law's mother who passed away 20 years ago at 93 but I don't know how long she had the set - my mohter-in-law died last year at 89
