Please help! What is it?

Hello, I have what appears to be some sort of small mechanical pump and tank. It has been in my family for over 50 years. It is made of What looks to be Stainless Steel, (No Rust anywhere) it measures about 9 1/2" High overall. The tank measures 4 3/4" wide, X 5 1/4" deep X 5 1/2" high. The mechanical pump is mounted on top of the tank. It has a small hand crank, 4 stop adjustments marked 1gal, 1/2 gal, 1Qt, and 1Pt. There is a small paper chart covered in plastic mounted on the pump but it is faded and cannot be read. There is a Float in the tank that is connected to a very fine chain and measuring scale mounted on the outside on the tank. It is fairly heavy for its size, about 4 3/4 lbs. It seems to made to very high standards of craftsmenship. The piece has a box that appears to be made of wood, and covered in a black leather or vinyl. it is lined in black velvet type material. The box is marked "Made by G.E Mackenny Trunk Company Chattanooga Tenn." The only opinion that I have ever had was that this pump may have been used in the Medical or Pharmacutical industry to dispense exact amounts of liquids. I have pictures that I can Email if anyone thinks that they can help me to Identify this object.
