'Echt Kobalt' means 'real cobalt' in German, so I assume that your plate is decorated in blue. Cobalt is expensive, as well as quite a nasty chemical, and has been replaced by other colourings now. It does have a gorgeous deep tone though. Potsdamer Platz is the name of a square or plaza in Berlin. It all points to your plate being German. I am no good at German history, perhaps something important happened in Potsdamer Platz in that year, and the plate was made to commemorate it. Try googling Potsdamer Platz and see what comes up. If the Google seraches come up in german, sometimes you can get a translated page - my German is too rusty to read it properly now. Good luck.
