K & Co Late Mayers is the trade mark of the Keeling & Co. factory who operated at the Dale Hall Works, Burslem in Staffordshire. The company existed from 1886 to 1936 but, as with most early factories, had history going back to the days of Elijah Mayer who established his business in 1790 (hence the Mark).
Tokio is the pattern name of the set. I would presume the number 1893 in red to be a decorators mark showing the pattern book number. It is unlikely to be a date.
The following page has some history of the factory as well as a mark for the Tokio pattern which also incorporates the factory name.
