During the 19th and early 20th century Germany was a world leader in the production of 'cut throat' razors and they were exported all over the globe. Wm. McDowell would have been the retailer/importer. It was not at all uncommon for retailers to have their names placed upon goods, pocket watches are a fine example, the name on most pocket watch faces from this period is that of the jeweller/retailer.
