Chalkware? and if so, of who?

I've looked just about under everything I can think of trying to find out what this is called, made of, and who it's suppose to be of.

I thought maybe Shakespeare but that was knocked down, said the garb wasn't right for the time. A Puritan?

Piece is 8" high and 5" wide, 1/2" thick. Flat back - like a plaque.

Crude wire hanger on the back

Anyone care to take a stab at what this is or how best to describe it for sale?

THANKS!
